If you fancy a phone that has both thermal camera and night vision (i.e. infrared camera with IR LEDs) your choice is quite limited. The only devices that have both use InfiRay thermal modules - there are currently no devices with FLIR / TELEDYNE cameras and NV modules. At the same time, it is worth remembering that due to export restrictions FLIR modules you can purchase globally will be limited to max 9 FPS, while InfiRay modules deliver full 25FPS.
